Biretta of the Dompropst (provost) of Paderborn

Dompropst (provost) Dr. Wilhelm Henze of Paderborn (left) with his red biretta. The biretta has 4 horns (wings, blades) and a red pompon.

Dompropst Dr. Wilhelm Henze places his biretta above the head of Domkapitular Joachim Göbel during the ceremony of inauguration.

Dompropst Dr. Wilhelm Hentze (right) introduces on 30th of October 2010 Dean Josef Dieste (left) from Halle (Westfalen) as the new "nichtresidierenden Domkapitular".

Dean Josef Dieste with a dark red (burgundy) biretta with 4 horns (wings, blades) and a red pompon. It is made of velvet. Normally velvet is the privilege of the pope.

Pileolus worn by Dommesner Hans Gscheider

On the front page the of the Passauer Bistumsblatt (issue no. 47 of 20th of November 2011) I saw the above picture.
It shows the Dommesner (sacristan of the cathedral) Hans Gscheider wearing a black (brown ?) pileolus.
I tried, but I could not figure out by whose authorisation he is entitled to wear a pileolus.

"White velvet Bukharan Kippah was custom designed for a Rabbi to wear for Yom Kippur 5770. Because Pomegranates/Rimonim are so plentiful in Israel during the High Holy days, a large pomegranate was embossed on the top, with seed pearls added by hand. The sides have tiny pomegranates and tiny Magen Davids with seed pearls. A Beautiful new tradition for the Rabbi's congregation in Hertsfordshire, Great Britain. This kippah was a winning entry in the Juried Jewish Ceremonial Arts Show 2, October, 2009, at Or Shalom Synagogue in London, Ontario. The judges appreciated its simple elegance."
