I saw a rector of the basilica wearing in accordance with mozzetta a biretta and zuchetto.

Hearst Castle - Coat of Arms of a cleric?
On 1st of May I visited Hearst Castle, San Simeon, California, USA.
Above the main entrance I saw a coat of arms of a prelate.
I asked the guide why there is shown a coat of arm of a cleric?
But he could not answer my question.
Maybe one of me esteemed reads can explain it?
You can recognize an Ecclesiastical Hat (Galero) with 6 tassels on each side.
