The rector of the basilica or the person in charge of it may wear in the exercise of his office — over the cassock or the religious habit and the surplice — a black mozetta [cape] with red piping, buttons, and button holes.

I saw a rector of the basilica wearing in accordance with mozzetta a biretta and zuchetto.

  1. The use of a piped biretta does not seam to be licit. Neither biretta nor soutane are mentioned in the decree. Both should therefore be of the colour fitting to the rank/order of the wearer not of the building he wears them in.
    Perhaps the rector You saw was at the same time a monsignor?
