This kasket or kasketel (קאסקעט קאסקעטל) is worn by hasidic boys above the kippah on shabbat. Some belz jewish kids wear them also during the week.

DeleteWhen I was in Brooklyn, Krausz had it in stock. I don't remember the price. But it was not expensive.
